United Dairy Farmers of Victoria president Chris Griffin said the VFF worked very hard to make sure that the operating conditions were both practical for moving silage and safe for other road users.
"Moving silage is extremely time sensitive and the new regulations recognise this," he said.
"Through our discussions with the government, we have been able to ensure that silage carts, as defined as an agricultural trailer, do not have to be registered. This is a very significant change for Victorian dairy farmers and one that provides a practical solution to the needs of farmers and to ensuring safety for road users."
VFF Farm Business and Regional Development Committee Chair Peter Tuohey said the announcement had a number of important implications for other agricultural trailers.
"Regulation of silage carts was in the same grey area as other pieces of farm equipment such as boom sprays, feed out wagons and fertiliser spreaders. Now that we have resolved the issues surrounding silage wagons we can shift our efforts towards finding a practical solution for other agricultural trailers."
