RSPCA senior inspector Daniel Bode said investigations were continuing.
"It is unknown what the condition of the horse is at the moment and we're in the process of making contact with the owner," Mr Bode said.
"Looking at the photos it could be a deformity or an injury. We just don't know.
"The RSPCA takes this complaint very seriously and will follow up with all the relevant parties."
A complainant alerted Project Hope Horse Welfare to the injured horse, who then notified the RSPCA.
The RSPCA went to the property yesterday but were unable to locate the horse.
Mr Bode said they would return to the property as soon as possible.
No decisions would be made regarding offences of animal cruelty until the horse was found.
"Our first priority is to make sure the animal is taken care of and treated," he said.
"It is being investigated but all we know is that there is an animal we need to assess."
The horse may have to be put down after it is located.
