THE business case underpinning a $953 million upgrade of irrigation channels in northern Victoria will be kept under wraps until after the November 27 election.

The investment, known as the Northern Victorian Irrigation Renewal Project Stage II, is supposed to fund modernisation of irrigation infrastructure, generating 200 gigalitres in savings from reduced evaporation and seepage, and through other initiatives.
Savings will be split between the environment and farmers, The Australian Financial Review reports.
Prime Minister Julia Gillard announced at the weekend that the federal government had accepted Victoria's business case and would fund the project.
A Victorian Government spokesman said later the business case would be released once the final financial arrangements had been agreed on, which was expected to be early next year.
