The Bureau of Meteorology says a low pressure system moving south from New South Wales is expected to bring rain and strong winds.
Senior Forecaster Tom Delamotte said rain was expected to develop over central and eastern Victoria on Tuesday.
"So a fairly broad area of rain extending into Victoria on Tuesday and then that will very gradually clear away to southern parts of the state on Wednesday," he said.
"We are going to see very strong winds develop about the Gipssland coast in particular during Tuesday in the afternoon and evening and that's as the low pressure system moves southeastward over New South Wales."
The system was likely to produce very strong winds that would impact the Gippsland coast, he said, but rainfall was not expected to be as severe as in NSW.
"We could see some gusts up towards a 100, maybe 110km/h from Tuesday afternoon," he said.
"While we will get quite a bit of rain through eastern parts of the state - we are expecting widespread falls in the 20 to 50mm range on Tuesday through eastern parts of Victoria, there's only going to be a very small part, potentially in the far east of Gippsland where we see rainfall totals push up towards the 100mm.
"So even though we do see the rainfall increase the heaviest falls still look like they're going to be over the NSW side of the border."
He said BOM was keeping a close eye on the system.
"We're certainly watching this very closely, particularly with that low pressure system moving off the southern NSW coast and into eastern parts of Bass Strait during Tuesday and Wednesday," he said.
"That's likely to be a very dynamic system and so we're going to be watching the position of that very closely because it will have a large impact on how much rain we see, where we see that rain, and also how strong the winds are going to be
"It's really Wednesday we're keeping a close eye on as that low pressure deepens through eastern parts of Bass Strait and potentially brings some stronger winds, although depending on the position it may also help to clear the rain out of Gippsland quicker."
